The La Jolla Development Permit Review Committee supported the construction of secondary accessory on a property in Bird Rock that currently houses a 1940s house designed by a master builder.

Scott Bentley, the project applicant at 5655 La Jolla Hermosa Ave., said at the December 14 committee meeting that “we have an original 1947 garage that needs attention, and we are proposing to renovate it as well as expanding its footprint to just over 100 square feet and adding a 470 square foot apartment on top.

He said the house is located in the middle of the block with an unpaved lane that runs the length of the block, with no houses or garages facing the proposed development.

“The house was built by the Severin Construction Co., headed by Louise Severin,” Bentley said. “She built hundreds of homes in San Diego and Los Angeles, some of which still stand today. “

According to the San Diego Historical Resources Council, Severin worked throughout the city, but his “most mature period” was spent in the Kensington and Talmadge areas. In 1945, Severin and her family formed Severin Construction, and she continued to design and build houses until her death in 1949 at the age of 57.

La Jolla Hermosa house was modified in 2003 by the addition of a master suite and is therefore not eligible for the historic designation.

Still, Bentley said the garage / ADU architecture would complement the house.

Any preliminary examination of the DPR can be made final by a unanimous vote if there are no further questions or requests for additional information, which was the case for this project. A motion to support it was carried 7-0.

Other news from the CMA

Two other projects on the committee’s file were not voted on and the candidates agreed to come back at a future meeting.

One project is applying for a Coastal Development Permit to demolish a single-family residence and build two new two-story single-family homes with basements that would include junior secondary suites in each at 735 Nautilus Street.

DPR Administrator Angeles Leira said “This is a good solution for stepping up development on standard 50 foot terrain. We usually see developers breaking the lot in half and cramming it all together. I think it’s much more elegant. … I would like to see more.

Administrator Diane Kane praised the “thoughtful” design and aesthetic choices.

However, given the proximity to La Jolla High School, administrators wanted to see renderings of the house in relation to its neighbors, as well as plans for landscaping, sidewalk improvements and drainage.

Plaintiff Stosh Podeswik has agreed to return at a future meeting.

The other project includes a CDP for a new 8,136 square foot two-story single-family residence with swimming pool, an attached 742-square-foot three-car garage, an attached 876-square-foot four-car garage and an ADU of 1,234. square feet at 1540 La Jolla Rancho Road in the Muirlands area.

Architect and claimant Colin Lowry said given the large lot, the garages would be fitted out to “create a buffer” against neighboring houses. However, due to the proposed fencing and the “aircraft hangar” appearance of one of the garages, the trustees wanted to see more.

“In the Muirlands, the neighborhood has always been very rural but very open,” said Leira. “I see more and more of these new houses putting up fences. There are ways to [provide privacy] which are a little softer. … I find the fences a bit harsh. She said she hoped the plaintiff would use the landscaping to hide the fences.

Trustees requested a materials chart of what would be used on the exterior of the house, along with a landscaping plan, more information on doors and fences and if they could be opened, and more details on the treatment of the facade on the street.

Lowry has agreed to return at a future meeting.
